It plays that balance well. There is also something about 90s movies - they didn't have CGI to use as a crutch, but cinematography tech was good enough to provide something really nice to look at. I find films from the 90s to be some of the most interesting to look at. Additionally, the acting and writing was solid. The movie drags a little at the end, and honestly, I think Sean Bean lost the thread of what it meant to be a political terrorist, but he did make a great bad guy.
