Main Purpose of Job

The Community Detention (CD) Program is a statewide alternative to detention program that allows a youth to be in the community on court-ordered home detention as opposed to being placed in secure confinement pending a court appearance.

Youth in the program are subject to enhanced treatment and supervision through electronic monitoring, face-to-face and telephone contacts, and daily telephone contacts by the Community Detention Officer (CDO). The Command Center provides additional treatment coverage twenty-four hours a day, seven days a week (24/7) by monitoring alerts and working with the CDOs, police, DJS staff, and stakeholders when violations occur.

POSITION DUTIES

Upon receiving a new case, shallperform the following tasks within 24 hours:

  • Visit the youth’s home to meet with the youth and parent/guardian/caregiver and confirm identity, review program guidelines, and obtain signatures; and
  • Perform the actual equipment hook-up when EM is court-ordered.
    • A CDO shall perform hook-ups when installation is not done at the court,
    • When a youth is hooked up at court, the CDO shall go to the home to perform the equipment range test.

Shall complete the following forms foreach youth on active CD supervision

  • CD Contact Sheet
  • CD Activity Log
  • CD Outing Form

Conduct required CD Contacts

  • Conduct random face-to-face contacts when scheduled for assigned youth who are being monitored electronically and for youth not being monitored electronically, conduct random face-to-face contacts five times a week for assigned youth at the youth’s home or school;
  • Conduct daily phone contacts with all assigned youth who have a landline phone.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalencycertificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: One year of experience supervising youth in a structured environment, such as in a recreation center or school setting, or in a juvenile services facility or community program.

Notes:

1.The above educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8-209, Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Correctional Officerclassifications or Correctional Officer specialty codes in the Miscellaneous Occupations field of work on a year-for-year basisfor the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Three years of experience supervising youth in a structured environment, such as in a recreation center or school setting, or a juvenile services facility or community program.
  • Experience supervising youth in a juvenile facility.
  • Knowledge of the processes and procedures of the juvenile court system.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates appointed to positions in this classification must obtain certification by the Maryland Correctional Training Commission.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article, Section 8-209of theAnnotated Code of Maryland,the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:

U.S. Citizenship or Resident Alien status

Must be at least 21 years of age

A thorough background check, including fingerprinting and drug testing

An oral interview, and

Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
